Have you ever heard of House Bill 5? House Bill 5: Foundation High School Program is the default graduation plan that the Texas legislature decided on in 2013. It applies to all students who entered high school beginning in the school year of 2014-2015. The Foundation plan requirements are the minimum requirements set by the state of Texas in order to graduate with a high school diploma. In order to earn the Distinguished Level of Achievement under the Foundation Plan, one must complete 4 credits in math (must include Algebra II), 4 credits in science, and obtain at least 1 endorsement.
